I thought the comment about dropping your kid off in Mumbai just meant that you wouldn't take your kid, fly him to Mumbai, and drop him off there without knowing the language, or the culture, or anything at all.
I don't think it meant anything about the children in Mumbai or about India as a country. Another way of wording the comment would be: "it's like taking your kid from Mumbai and dropping him off in the middle of New York City and say "good luck, figure it out"".
